Nigeria has been battling with one or the other insecurity for decades. The thirst and demands of the citizens for a peaceful nation had influenced change in government at various levels. However, it is either the existing security challenges are never conquered or the new set of security issues are more complicated than the previous. Ruga Settlement is the latest fuel that may either put the country on hold or unhold.
Research and observations proved that
Ruga simply means
Fulani Hamlet. This means small village where Fulani people stay with their livestock.
From Militancy to both ritual and ransomed kidnapping through Insurgency to killers herdsmen, Nigeria has been a country that never exist for a day free of unnecessary killings of human being by the security frustrators. It is never new that Nigeria is a country sitting on a timed-bomb. Who knows when it blasts? In the recent times, the government who ought to have been the policy maker for peace to reign has otherwise became policy maker for catalyzing when the timed-bomb blasts.
The Federal Government of Nigeria had, in 2018, attempted to force each state of the federation to allocate portion of land for the growing of pastures to be used for grazing of cattle. The attempt failed the brilliance of the citizens down the Southern Nigeria. However, the back-out of the presidency was likely due to the approaching presidential election where President Muhammadu Buhari, a Fulani man, was a candidate.
Cattle rearing is a cultural and economic practice of the Fulani people of the Northern part of Nigeria. Fulani people rear cattle as domestic animal in larger quantities when compared to how the business is being practice in other parts of the country.
The Federal Government of Nigeria under the Presidency of Muhammadu Buhari, a Fulani man, was considering the necessitated Free Cattle Ranching as the only solution to the incessant ways at which the running Fulani herdsmen are killing the farmers on their farmland while their cattle graze on the farmland.
Now that President Buhari has been contentiously sworn in for the second term in Office, the necessitated Free Cattle Ranching has been upgraded to
Ruga. The Ruga would be a portion of land in each state that is mapped out for Fulani people to settle down with their livestock. While Ruga could not be allowed anywhere in Nigeria, the following observations proof further that
Ruga policy may split nigeria faster than civil war. Is cattle rearing not a business? Cattle Rearing is a private business that is not being ran on shares. It is a sole-proprietorship business, hence both the profit and the risks are personally enjoyed by the sole proprietor.
Forcing the government of Ogun State to allocate portion of land owned by her citizens to Fulani people as Ruga means that every legitimate citizen of Ogun State has a share in the Cattle Rearing business being practice on such portion of land. However, they hold the right to be part of the policy makers before any single cattle is sold or do otherwise. Anything apart from that, means that the Federal Government of Nigeria should formulate the same policy that will enforce an equivalent portion of land be allocated in the Fulani dominated Katsina to the Ogun State indigent for running any business free of further negotiation. The same applies to other states that allocate land for Ruga.
If Dangote could not enjoy free portion of land to build his Refinery and the Southerners doing their businesses in the core North do not enjoy free portion of land for conducting their businesses and residency, Cattle Rearing remains a sole-proprietor business. No body beg them to come down the south. The south does not need them , they need the south. Hence, they should bear the risk of purchasing or leasing portion of land, individually.
Ruga: A Strategic Elimination Method by the Diffusion of Holocausts Ruga is nothing than a strategic mean of hijacking the country, culturally and religiously, by the Fulani people. An average Fulani indigent live with the mentality of Usman Dan Fodio.
Usman Dan Fodio, on February 21 1804, launched a religious war (jihad) that lasted for decades. The war frustrated the entire Hausa region of the Northern part of Nigeria and parts of the Yoruba's South-West.
Fulani war of Usman Dan Fodio started after Sarkin Gobir Yunfa, King of Gobir, placed a series of restrictions on the Usman Dan Fodio's preaching activities. Dan Fodio has been generously accommodated by the people of Hausa Kingdom of Gobir. Dan Fodio recruited army of his followers and launched war against his previous host. Originally, Dan Fodio was from the nomadic Kanem-Bornu Empire which cut across Nigeria, Chad and part of Libya. The empire was heavily populated by the Arabian geographers.
Fodio was later placed on exiled from Gobir to the village of Degel where Fodio formulated his elimination strategic war on the Hausa Nation. King Yunfa perceived troubles, he then gave another order that exiled Fodio from Degel to Gudu. Dan Fodio, on February 21, 1804 recruited his army from all the Fulani dominated Kanem-Bornu and attacked his previous host which lead to the execution of King Yunfa of Gobir in 1808.
One of the strategies of Fodio was to set minor Hausa kindgoms against one another while capturing others. For instance, Dan Fodio captured the village of Matankari and Gunu while influencing the battle of Tsuntua and the battle of Tafkin Kwattoa.
Dan Fodio was so strong in forces that he captured the entire Hausa-dominated Kingdoms of Kebbi in 1805. In 1807, the Katsina, Daura and Kano kingdoms which were previously Hausa Kingdoms were captured by the Dan Fodio military force.
Kingdom of Kano was so important to the Hausa Empire that immediately the kingdom was captured in 1807, Dan Fodio found it easy to captured the Kingdom of Gobir and the Kingdom of Zamfara in 1808 and King Yunfa was killed.
King Yunfa was formerly a student of Usman Dan Fodio's religious preaching school. After the capturing of the Kingdom of Gobir, Fulani people advanced to captured all the Hausa dominated Kingdoms and built a common practice.
The common practice of Dan Fodio is that when he captured a kingdom, he appointed and imposed one of his followers as the leader (Emir) of the kingdom while the Hausa indigents were eliminated into a third-class citizens of their empire.
The most important part of this revelation and its relationship with the
Ruga Settlement is that while Usman Dan Fodio was frustrating and destroying the Hausa Kingdoms, Muhammed Bello, the son of Usman Dan Fodio was transforming Gudu, the
Ruga given to them then, into a city. Gudu is currently a local government area in Sokoto State with headquarters in Balle.
After the successful invasion of Usman Dan Fodio and his elimination of the Hausa Kingdoms, Sokoto Caliphate was formed to head the entire Northern region with headquarters in Gudu.
Up to 1903, it took the intervention of the British colonialists to diminished the political power of Sokoto Caliphate which was finally rested in 1960 after the independent. However, to date the political power of Sokoto Caliphate still maintains religious or spiritual superiority.
Going by this history, which part of Nigeria would want to risk his/her indigent by entrusting Fulani with Ruga.
To date, there are some spiritual powers under an updated tradition that prevent indigenous Hausa to become Emir or Sultan in any of the strong Hausa Kingdoms.
On the royal supremacy, when civilization was posing pressure on the Fulani's dominance on Hausa people in Hausa 's Kingdoms, the Fulanis started marrying Hausa females which lead to the formation of another clan of
Hausa-Fulani. The Hausa-Fulani clans are then included into the Royalty Clans of the Northern Nigeria.
Should Nigerians welcome the idea of Ruga, before the end of this century, there is no doubt that 1804 will definitely repeat itself, Prof. Osinbajo and all non-indigenous Fulani elements of the Federal Government of Nigeria should take note and beware of the
Diffusionist Theory.
